Gabriel Souto

Research Assistant

Gabriel is a Research Assistant at the Datasphere Initiative and a Master of Laws candidate at the London School of Economics (Chevening Scholar). He also holds a Master’s in Global Affairs from Tsinghua University (Schwarzman Scholar) and a Bachelor of Laws from the Brazilian Institute of Education, Development, and Research (IDP), where he completed exchange programs at Columbia Law School and Antonin Scalia Law School.

An expert in regulation, Gabriel co-founded the Laboratory of Public Policy and Internet (LAPIN), where he led research teams for over seven years. He also serves on the board of Finest Solutions LLC. His professional experience includes research roles at the Central Bank of Brazil, the Portulans Institute, FGV, and the Brazilian Chamber of Deputies, where he contributed to policy innovation and legislative advancements.

Gabriel’s expertise has led to invitations to speak at prestigious institutions, including Oxford University, Brazil’s Supreme Court, and the National Congress. His academic excellence and impactful contributions have earned him several distinctions, including the Leonardo da Vinci Fellowship from the Center for Intellectual Property x Innovation Policy (C-IP2) and the Frédéric Bastiat Fellowship from the Mercatus Center, both affiliated with George Mason University. He has authored numerous academic papers and published a book.
