Datasphere Initiative’s Executive Director  joins the UN Commission on Science and Technology for Development

We are thrilled to announce that Lorrayne Porciuncula, Executive Director and Co-founder of the Datasphere Initiative has been appointed to the United Nations Commission on Science and Technology for Development (CSTD) Multi-Stakeholder Working Group on Data Governance. Representing civil society, Lorrayne joins a distinguished assembly of global experts to engage in comprehensive dialogues on equitable and interoperable data governance.​

This working group was established in response to the UN General Assembly resolution A/RES/79/1, as part of the Global Digital Compact initiative. Its mission is to formulate recommendations for the 81st session of the UN General Assembly, focusing on:​

  • Defining fundamental principles of data governance across all levels.​
  • Enhancing interoperability between national, regional, and international data systems.​
  • Promoting equitable sharing of data benefits to foster inclusive development.​
  • Facilitating safe, secure, and trusted data flows, including cross-border data transfers.​

Lorrayne brings over 15 years of experience in data policy, internet governance, and infrastructure regulation. Prior to leading the Datasphere Initiative, she served as Director for the Data Program at the Internet & Jurisdiction Policy Network, and held positions at the Organisation for Economic Co-operation and Development and the International Telecommunication Union, where she coordinated initiatives related to data governance, artificial intelligence, and digital economy policies. ​ 

Her academic credentials include a Master’s degree in Development Economics from the Graduate Institute of International and Development Studies (IHEID) in Switzerland, an Executive MBA from the Quantic School of Business and Technology, and a Bachelor’s degree in International Relations from the University of Brasilia (UnB), Brazil.Lorrayne is also an affiliate at the Berkman Klein Center for Internet & Society at Harvard University, conducting research on data for development. ​ 

Lorrayne’s appointment underscores her commitment to fostering a Datasphere that promotes trust, prosperity, sustainability, and well-being for all. The Datasphere Initiative looks forward to the impactful contributions the group will make in shaping the future of global data governance.​
